QUALITY SYSTEM

The Quality Management System (QMS) was developed and introduced in 2002 by the order of the Director of the Engineering firm “Teploelectroproekt” as means which guarantees the quality conformity of the design documentation developed at the firm to the requirements of the International standard ISO 9001 and for realization of the Policy in the field of quality declared by the Top Management of the firm. The Quality Management System is a package of the organizational structure of management, methodical procedures of implementation of the activity and resources.

The organizational structure of the firm includes a quality management department for the support of organizational and methodical management with effective functioning of the Quality Management System. The quality management department coordinates activity of the structural divisions in the field of quality of design works, participates in the processes of detection of non-conformities on all stages of engineering and supervises the activity of divisions for their removal.

In 2003 the representatives of the international certification centre URS (United Registrar îf Systems), the United Kingdom, accredited by the United Kingdom Accreditation Systems agency (UKAS), the United Kingdom, which is a member of the International Accreditation Forum (IAF) and has Multilateral Recognition Agreement (MRA) all over the world, held certification surveillance of the QMS of the firm. The international certificate (edition No.1) was obtained, certifying that all the processes in the EF “TEP” ensuring engineering services, the development of the comprehensive power projects and all types of boiler installations, excluding the technology of nuclear power plants, connected to the application of radioactive materials, meet the requirements of the International standard ISO 9001.

Current audits are held annually by URS auditors for the confirmation of the effective functioning of the QMS. The recurrent certification audits are held triennially to obtain the international certificate of the next edition.

In 2006 the firm has successfully passed the recurrent certification of the Quality management system. The international certificate of the next edition (edition No.2) has been obtained.

In 2009 has taken place next recertification of the quality management systems. It was spent in the conditions of transition ISO 9001 from version 2000 on version 2008. During preparation for this transition the big job on revision of existing documents QMS on conformity to requirements of the updated version of international standard has been done. As evidence of such conformity certificate ISO 9001:2008 edition No.3 has been obtained.

In 2012 a regular recertification audit of the quality management system was carried out by the URS auditor quite successfully: there were no no-conformities and comments. Thus prolongation of the certificate validity in conformity with ISO 9001:2008 by November 2015 was recommended. Respective certificates - edition No.4 and edition No.5 were received.

A recertification audit of the company quality management system was carried out at the company on May 25-26, 2015. The audit was realized by OJSC “URS-RUS”. The audit was a success. The observation of the certificate verification confirmed that the quality management system is adequate and is supported in the working condition and is successful. The certificate of conformity ¹69284/À/0001/UK/En has been obtained.

In April 2019, the firm changed the certification body from URS to SIC (the head office - S.I.C. Global Inc., Ontario, Canada). The audit of the quality management system conducted by RosUkrÑert LLC specialists representing the SIC certification body was successfully passed. The certificate was obtained confirming that the firm's quality management system complies with the requirements of the updated version of ISO 9001: 2015 international standard, which is valid until March 2022.

POLICY OF ENGINEERING FIRM «TEPLOELECTROPROEKT» IN THE FIELD OF QUALITY

  • The Top Management of the Engineering firm "Teploelectroproekt" considers the quality management of the developed design documentation in accordance with the requirements of the modern market as the main condition of successful activity of the firm, allowing to gain trust of the Customer and to meet the demand in the design services market, which, as consequence, guarantees a stable economic situation of the firm and its employees.
  • The Top Management of the firm, following this principle, sets itself the following AIMS:

    1. development of the design and engineering documentation for the construction of the new projects of the heat and electric power industry and reconstruction of the existing ones with application of the modern scientific and technical achievements with ensuring an adequate level of safety.
    2. achievement of competitiveness of design documentation in an economical way while meeting the expectations and needs of the Customer.

  • Aware of the responsibility for implementing the Policy in the field of quality, The Top Management assumes the following OBLIGATIONS:

    1. to demonstrate leadership and commitment in matters of safety and quality;
    2. to improve of technology of fulfillment of the whole cycle of design works from the conclusion of the agreement-contract (contract) to the transfer of the finished design documentation to the Customer and its support for the period of the operation of the project;
    3. to ensure the functioning of the firm's QMS with the necessary resources, including personnel, finance, information, knowledge, innovative technologies, equipment;
    4. to contribute to the continuous improvement of staff qualifications through technical training, carrying out the necessary attestations and knowledge checks;
    5. to provide optimal conditions for productive work, professional and career growth, increasing the personal well-being of each specialist;
    6. to stimulate the involvement of employees in the implementation of the main directions of the Policy in the field of quality;
    7. to conduct an analysis of the firm's QMS compliance with the requirements of ISO 9001: 2015; to manage risks; to implement the necessary corrective and compensating actions, to constantly improve the firm’s QMS in order to increase its effectiveness;
    8. to bring the Policy in the field of quality to attention of all employees; to establish the necessary authority and responsibility for its implementation; to explain and consistently carry it out in practice, confirming its principles with our own behavior and management practice.

  • The Top Management of the firm expects for support of the declared Policy in the field of quality by all employees as each employee participating in the process of engineering, influences the quality of the design documentation.
  • I, personally, as the director of the Engineering firm "Teploelectroproekt", undertake to apply all means available with me and possibilities for realization of the Policy in the field of quality and bear complete responsibility for the OBLIGATIONS declared in it.
  • I delegate to the Representative of the Quality Management System the authority for implementation of the measures enabling the efficiency of functioning of the Quality Management System.
  • I appeal to the team of the Engineering firm "Teploelectroproekt" as a whole and to each employee personally to actively contribute to the implementation of the AIMS of the Policy in the field of quality, and also to feel the responsibility for their implementation with the understanding that their successful performance is in the interests of each employee.
